Lynwood, CA Swimming Pools & Spas: Pool Permits (2026)

The City of Lynwood amended the 2021 International Swimming Pool and Spa Code at Section 305.2(a), codified as Lynwood Municipal Code § 11-26.2, to require a construction permit whenever a building permit is issued for a new residential pool or spa, or the remodel of an existing one, at a private single-family home. The pool or spa must be equipped with drowning prevention feature #1, an enclosure that isolates the pool from the home and meets the requirements of Section AV100.3, plus at least one more feature chosen from six others: removable mesh fencing meeting ASTM F2286 with a self-closing, self-latching gate; an approved safety pool cover; exit alarms on doors leading to the pool; a self-closing, self-latching door device mounted at least 54 inches above the floor; a pool alarm certified to ASTM F2208; or another method independently verified by a testing laboratory to provide equal protection.

Section 305.2(b) sets the enclosure's own specifications: gates must open away from the pool and self-latch at least 60 inches above the ground, the fence must stand at least 60 inches tall, its bottom gap above grade cannot exceed 2 inches, and no opening may pass a 4-inch sphere or offer handholds a child under five could climb. Before the city issues final approval on the construction or remodeling permit, the local building code official must inspect the required drowning-prevention features and confirm no violations exist. The city adopted these amendments by Ordinance #1755, § 14, citing Health and Safety Code § 18942(b) as its authority.
