Residential pools in unincorporated Snohomish County must be enclosed by a barrier at least 48 inches high, measured on the side facing away from the pool, with no more than a 2-inch gap at the bottom. Public pools face stricter state barrier rules.
Snohomish County applies the state Residential Code (IRC Appendix AG). Under IRC AG105.2, the top of the barrier must be at least 48 inches above grade measured on the side facing away from the pool, and the maximum gap between grade and the bottom of the barrier is 2 inches on that side. Openings must not allow a 4-inch sphere to pass. Public and semi-public pools regulated by the state must meet the taller WAC 246-260-031 barriers (60 inches for limited-use, 72 inches for general-use pools).
A pool without a compliant barrier is a code violation and a drowning hazard; PDS can require correction, and fines may accrue until the barrier meets code.
