In the City of Lorain, an in-ground pool must be enclosed by a fence or wall 4 to 6 feet high with a latched, lockable gate. Statewide, the Ohio residential/building code sets a 48-inch minimum barrier.
Lorain Zoning Code Section 10.29(C)-(D) requires the pool area or rear yard to be walled or fenced to prevent uncontrolled access from the street or adjacent properties. For in-ground pools the barrier must be at least four feet and no more than six feet above grade with a latched, lockable gate. The Ohio Building/Residential Code (Section 3109.4.1) independently requires the barrier top to be at least 48 inches above grade and blocks passage of a 4-inch sphere. Requirements are enforced by the city or township building department; the county does not set pool-fence rules inside cities.
An unfenced or non-compliant pool is a code violation and an attractive-nuisance liability; the building department can order corrective fencing and levy municipal fines until the barrier complies.
