In Lorain, keeping an inoperable vehicle outside an enclosed building for more than 48 hours is unlawful. Statewide, Ohio law defines and authorizes removal of abandoned junk motor vehicles.
Lorain's Zoning Code Sec. 10.24 makes it unlawful to openly store or park any inoperable motor vehicle, machinery, or parts outside an enclosed garage or building for more than 48 hours. An inoperable vehicle includes any that cannot move under its own power or lacks current license and registration. Statewide, ORC 4513.63 defines an abandoned junk motor vehicle (left 48-plus hours, three-plus years old, extensively damaged, inoperable, worth $1,500 or less) and lets the sheriff or police remove it. The Lorain County Sheriff handles unincorporated areas.
City zoning cites the property owner; the vehicle must be enclosed, repaired, or removed. Abandoned junk vehicles can be photographed and towed to a salvage dealer under ORC 4513.63.
