The UDO also requires chain-link fences to be vinyl-coated, prohibits slats in chain-link, bars barbed wire and sharpened spikes on residential fences, and keeps fences out of drainage/utility easements and within 15 feet of the top of bank of a lake, pond, or waterway. Homeowners should design a pool enclosure that satisfies both the state barrier requirement and the city's height, material, and placement rules, and check HOA covenants, which may be stricter.
The Fishers building official enforces the R326 barrier requirement; a pool cannot pass final inspection without a compliant barrier and self-latching gates. UDO fence violations (e.g., over-height fences, prohibited materials, or fences in easements) are handled by Planning & Zoning and can require modification or removal.
