Sutter County Ordinance 1350-20 requires pool barriers at least 60 inches tall with self-closing, self-latching gates, and the county prohibits filling a pool with water until the Building Department approves the barriers.
Sutter County's Residential Swimming Pool Safety Barrier Requirements handout applies the Swimming Pool Safety Act (Health and Safety Code Section 115920 et seq.) plus a more restrictive county ordinance to any structure holding water over 18 inches deep. Fences must be at least 60 inches high (Ordinance 1350-20), with no more than a 2-inch gap at the ground, no openings passing a 4-inch sphere, no climbable handholds or footholds, and horizontal members spaced at least 48 inches apart. Gates must open away from the pool and self-close and self-latch with the latch at least 60 inches high. Doors with direct pool access need self-latching devices and audible alarms; an ASTM F1346 safety cover may substitute for door alarms.
No water may be placed in the pool until the barriers are approved by the Sutter County Building Department; noncompliant barriers hold up final inspection and can trigger code enforcement action.
