Pools and in-ground spas in Yuba City must be enclosed by a 5-foot (60-inch) minimum fence, wall, or barrier with self-closing, self-latching gates per the city's Swimming Pool Guidelines and YCMC Β§7-11.03, implementing the California Swimming Pool Safety Act (Cal. Health & Safety Code Β§115923).
The Yuba City Swimming Pool Guidelines bulletin states that 'a five foot (5') minimum fence, wall, or barrier shall be installed around lot or premises' enclosing a pool. This aligns with Cal. Health & Safety Code Β§115923, which sets the enclosure standard: minimum 60-inch barrier measured from the outside, maximum 2-inch clearance from grade, no openings that allow passage of a 4-inch sphere, and gates that open away from the pool with self-latching hardware mounted at least 60 inches above the ground. The minimum setback for pool structures is 3 feet from the back of the bond beam to the property line, per the same City bulletin. Cal. Residential Code Appendix V (Swimming Pool Safety Act), adopted through YCMC Title 7, requires new or remodeled pools at single-family homes to include at least two of seven approved drowning-prevention features listed in HSC Β§115922(a) - the isolation enclosure, ASTM F2286 removable mesh fence, ASTM F1346 safety cover, door/window alarms, self-closing door hardware, ASTM F2208 pool alarm, or an approved alternative. The barrier must be inspected before the pool is filled per HSC Β§115922(c).
A non-compliant barrier blocks final inspection and prevents the pool from being filled. Removing or disabling the required barrier after installation is an infraction under YCMC Title 1, with the standard Cal. Gov. Code Β§36900(b) escalation ($100 / $200 / $500). Code Enforcement may issue an administrative citation and refer chronic violators for nuisance abatement under YCMC nuisance provisions, particularly where a child can access an unsecured pool.
