Yuba City, CA Swimming Pools & Spas: Fencing Requirements (2026)

The Yuba City Swimming Pool Guidelines bulletin states that 'a five foot (5') minimum fence, wall, or barrier shall be installed around lot or premises' enclosing a pool. This aligns with Cal. Health & Safety Code §115923, which sets the enclosure standard: minimum 60-inch barrier measured from the outside, maximum 2-inch clearance from grade, no openings that allow passage of a 4-inch sphere, and gates that open away from the pool with self-latching hardware mounted at least 60 inches above the ground. The minimum setback for pool structures is 3 feet from the back of the bond beam to the property line, per the same City bulletin. Cal. Residential Code Appendix V (Swimming Pool Safety Act), adopted through YCMC Title 7, requires new or remodeled pools at single-family homes to include at least two of seven approved drowning-prevention features listed in HSC §115922(a) - the isolation enclosure, ASTM F2286 removable mesh fence, ASTM F1346 safety cover, door/window alarms, self-closing door hardware, ASTM F2208 pool alarm, or an approved alternative. The barrier must be inspected before the pool is filled per HSC §115922(c).
