The International Swimming Pool and Spa Code (ISPSC) mandates non-climbable fence design with horizontal components spaced at least 45 inches apart vertically. Gates must be self-closing and self-latching with latches on the pool side. Stagnant water in pools breeding mosquitoes or insects is also classified as a nuisance. The Code and Zoning Department handles pool permits.
