Every residential pool in unincorporated Rutherford County must be enclosed by a barrier at least four feet high. Tennessee follows the 2018 IRC Appendix G, requiring a 48-inch barrier with self-closing, self-latching gates and limited ground clearance.
Under the county-adopted 2018 IRC (Appendix G), a pool barrier must be at least 48 inches (four feet) above grade, measured on the side facing away from the pool. Ground clearance at the bottom is limited (about 2 inches over grass, 4 inches over a solid surface) and vertical members are spaced closely so a 4-inch sphere cannot pass. Gates must be self-closing and self-latching, opening away from the pool, with a high-mounted latch. A house wall may form part of the barrier only with approved door and pool alarms.
A pool without a compliant barrier fails final inspection; the county can withhold approval and pursue code enforcement until the four-foot enclosure meets IRC Appendix G.
