San Antonio enforces the 2018 International Swimming Pool and Spa Code (ISPSC) Section 305 for residential pool barriers, requiring a 48-inch perimeter fence with self-closing, self-latching gates and door alarms on dwelling openings facing the pool.
Per ISPSC Section 305.2.1 as adopted by the City, residential pools and spas must be enclosed by a permanent barrier at least 48 inches above grade measured on the side facing away from the pool, around the entire perimeter. Vertical clearance between grade and the bottom of the barrier may not exceed 2 inches over non-solid surfaces (grass, gravel) or 4 inches over solid surfaces. Chain-link mesh openings cannot exceed 1-3/4 inches; vertical-member spacing cannot exceed 4 inches when horizontal members are less than 45 inches apart. Section 305.3 requires gates to open outward away from the pool and be self-closing and self-latching, with the latch release mechanism on the pool side at least 3 inches below the top when below 54 inches. Section 305.4 mandates that where a wall of the dwelling serves as part of the barrier, doors and windows providing direct access to the pool must be equipped with a UL 2017-listed alarm, an ASTM F1346 powered safety cover, or equivalent self-closing/self-latching protection. Permits are required through the Development Services Department before construction.
Construction without a permit or non-compliance with Section 305 barrier requirements can result in stop-work orders, permit denial, civil penalties, and required corrective work before final inspection approval.
