Illinois Public Swimming Pool and Bathing Beach Act (210 ILCS 125) and Ill. Admin. Code tit. 77 Part 820 regulate public pools only - private residential pools are covered by locally adopted International Residential Code editions. IRC Appendix G/AG105 sets the standard: outdoor pools holding water more than 24 inches deep need a 48-inch barrier (measured outside), max 2 inches between bottom and grade, no openings passing a 4-inch sphere. Gates open outward, self-closing/self-latching with latch release at least 54 inches above ground. Springfield Public Works enforces residential pool permits; unincorporated Sangamon County permits go through Building and Zoning. Pool plumbing requires a licensed plumber under 225 ILCS 320 and 77 Ill. Adm. Code 890.
Building a pool without a permit or with a non-compliant barrier violates the locally adopted building code. Penalties include stop-work orders, denied inspection, and daily fines. An unsafe pool can be enforced as a nuisance under 55 ILCS 5/5-1005.
