Schaumburg requires safety barriers around all residential swimming pools in accordance with the International Swimming Pool and Spa Code and Village ordinances. Fences must be at least 48 inches high with self-closing, self-latching gates. The latch must be on the pool side of the gate at least 54 inches from the ground. All barrier openings must be small enough to prevent a 4-inch sphere from passing through.
All residential swimming pools in Schaumburg must be enclosed by a barrier that complies with the International Swimming Pool and Spa Code as adopted by the Village. The barrier must be at least 48 inches high measured from the finished grade on the exterior side. The barrier must not have any openings, handholds, or footholds that could allow a young child to climb over. Vertical fence members must be spaced no more than 4 inches apart (the 4-inch sphere test). Horizontal rails or decorative elements that could serve as footholds are prohibited on the exterior face of the barrier. Gates must be self-closing and self-latching. The latch release mechanism must be located on the pool side of the gate at a minimum height of 54 inches from the bottom of the gate, or the gate must have a key lock or combination lock. Gates must open outward away from the pool. The wall of a dwelling may serve as part of the barrier if doors leading to the pool area are equipped with alarms or self-closing/self-latching mechanisms. Above-ground pools with sides at least 48 inches high may use the pool wall as the barrier if the access ladder is removable or has a lockable gate. The barrier must be installed before the pool is filled with water.
Failure to maintain a compliant pool barrier is a safety violation enforceable by Code Enforcement at (847) 895-4500. The Village may issue a notice requiring immediate correction. If the barrier deficiency poses an imminent safety risk, the pool may be ordered drained or covered until compliance is achieved. Fines may be assessed for ongoing non-compliance.
