07(B)(11), governs barriers for every outdoor swimming pool, spa and hot tub in Tinley Park, whether in-ground, above-ground or on-ground. The stated purpose is to prevent drownings and near-drownings by restricting access, and the barrier must stand at least 48 inches above grade measured on the side that faces away from the water. The maximum gap between grade and the bottom of the barrier is 2 inches on that same outward-facing side. Where the pool structure itself sits above grade, such as an above-ground pool, the pool wall can serve as the barrier, or a separate barrier can mount on top of the structure; if mounted on top, the vertical clearance between the top of the pool structure and the bottom of that barrier cannot exceed 4 inches.

The section also folds in the current International Residential Code, National Electrical Code, International Swimming Pool and Spa Code, International Fuel Gas Code, International Mechanical Code and International Energy Conservation Code by reference for every other aspect of pool construction and equipment. Separately, any contractor who installs a swimming pool in the village must be currently registered with Tinley Park, and any contractor doing electrical work on the pool must file a $20,000 surety bond with the Building Department, payable to the village, guaranteeing compliance with village ordinances and codes.

These registration and bonding requirements sit alongside, not instead of, the general building permit process, so a pool installation still needs a permit before work begins.
