Residential pool, spa, and hot tub barriers in Yakima follow IRC Appendix V Section AGV105.2 as adopted by Washington under WAC 51-51 and applied through YMC 11.22 (Residential Code). The barrier must be at least 48 inches above grade on the side facing away from the pool, openings must not allow a 4-inch-diameter sphere to pass, the maximum vertical clearance between grade and the bottom of the barrier is 2 inches (4 inches over concrete or fixed solid material), and pedestrian access gates must open outward away from the pool, be self-closing, and have a self-latching device. The perimeter pool fence must also satisfy YMC 15.05.020(G) height limits (6 feet residential) and the YMC 15.05.040 clear view triangle.
IRC Appendix V AGV105.2 (Outdoor swimming pool) as adopted under WAC 51-51 provides: Item 1 - 'The top of the barrier shall be at least 48 inches above grade measured on the side of the barrier which faces away from the swimming pool. The maximum vertical clearance between grade and the bottom of the barrier shall be 2 inches measured on the side of the barrier which faces away from the swimming pool. Where the top of the pool structure is above grade, such as an above-ground pool, the barrier is authorized to be at ground level, such as the pool structure, or mounted on top of the pool structure. Where the barrier is mounted on top of the pool structure, the maximum vertical clearance between the top of the pool structure and the bottom of the barrier shall be 4 inches.' Item 2 - 'Openings in the barrier shall not allow passage of a 4-inch-diameter sphere.' Item 3 deals with solid barriers without openings. Item 4 addresses horizontal members. Item 8 - 'Pedestrian access gates shall open outward away from the pool and shall be self-closing and have a self-latching device. Gates other than pedestrian access gates shall have a self-latching device. Where the release mechanism of the self-latching device is located less than 54 inches from the bottom of the gate, the release mechanism shall be located on the pool side of the gate at least 3 inches below the top of the gate, and the gate and barrier shall have no opening greater than 1/2 inch within 18 inches of the release mechanism.' YMC 11.22 incorporates these provisions through Washington's adoption of the IRC under WAC 51-51. Under RCW 19.27 (State Building Code Act), Yakima cannot adopt amendments that weaken these statewide pool-barrier standards.
