Bristol, PA Swimming Pools & Spas: Pool Permits (2026)

Bristol Borough Code § 27-320, Use 7K defines a noncommercial swimming pool as a pool or other structure designed to contain a water depth of 24 inches or more and intended for swimming or recreational purposes. It is permitted only as an accessory to a residential use and covers in-ground pools, above-ground and on-ground pools, hot tubs and spas, and any other pool meeting that description. Use 7K(1) then states the permit rule: a zoning permit shall be required to locate, construct or maintain a noncommercial swimming pool. The requirement covers maintaining a pool as well as building one, so an existing pool is not outside the rule.

Permit review in Bristol Borough applies the rest of Use 7K. The pool cannot be located in front of the principal building, and must be a minimum of 10 feet from the principal building. No above or in-ground pool can sit within two feet of the side or rear lot line in residential zoning districts, under electrical lines or within 10 feet of such power lines, or over any on-lot sewage disposal field. No portion of any walkway or pool appurtenance structure can be closer than one foot to any lot line.

After the pool is built, Use 7K(9) directs the Borough Zoning Officer to inspect each pool annually to ensure continued compliance with the chapter. Use 7K(10) adds that the pool shall comply with the applicable sections of the Bristol Borough Code of Ordinances regulating the construction, operation and maintenance of swimming pools, and Use 7K(3) requires compliance with the Pennsylvania Uniform Construction Code for securing and fencing, with the strictest standard governing.

Water and electrical details are also reviewed: water from a private well cannot be cross-connected with the public supply, a public-supply inlet must be above the pool overflow level, and underwater lighting must comply with the applicable National Electric Code.
