Council Bluffs Municipal Code Section 2.08.040's Plumbing Code Permit Fees table sets separate charges for an in-ground swimming pool or spa: $91.25 for a public pool, $60.75 for a public spa, $60.75 for a private pool, and $30.25 for a private spa, cross-referenced there to CBMC 13.12.060. Those figures cover the plumbing side of an in-ground installation; a pool project may also trigger the city's separate electrical and building permit fees depending on pumps, heaters, decking and other work involved. Section 13.01.301, Permits, carves out one narrow exception to the citywide rule that no building, structure or building service equipment may be erected without a permit from the building official: prefabricated swimming pools accessory to a Group R, Division 3 Occupancy in which the pool walls are entirely above the adjacent grade and if the capacity does not exceed five thousand (5,000) gallons (18,925 L) do not need a building permit.

That exemption is deliberately narrow: it applies only to a prefabricated, entirely above-ground pool at a single-family or duplex residence, a Group R, Division 3 occupancy, holding 5,000 gallons or less; an in-ground pool of any size, or an above-ground pool exceeding that capacity, falls back under the general permit requirement and the plumbing fee table's in-ground rates. Because the building-permit exemption for small prefabricated pools is a building-code exemption rather than a plumbing-code exemption, filling or plumbing work tied to even an exempt above-ground pool can still require a separate plumbing or electrical permit if it involves fixed piping, a filtration system or wiring the pool's equipment to the house's electrical service.
