Des Moines, IA Swimming Pools & Spas: Pool Permits (2026)

Under Chapter 26 (Buildings and Building Regulations) of the Des Moines Municipal Code, the City has adopted the 2015 International Swimming Pool and Spa Code (ISPSC) for residential pools, hot tubs, and spas. The Permit and Development Center, located at 602 Robert D Ray Drive (phone 515-283-4200), issues all pool building permits. A 'swimming pool' is defined as any structure intended for swimming or recreational bathing capable of containing water over 24 inches deep, including in-ground, above-ground, on-ground pools, hot tubs, and spas. Pools must be surrounded by a barrier at least 48 inches above grade measured from the side facing away from the pool; the bottom of the barrier must be no more than 2 inches off the ground; openings cannot allow a 4-inch ball to pass; and pedestrian gates must be self-closing, self-latching, swing outward, and have a release mechanism at least 54 inches from the bottom. Where a dwelling wall serves as part of the barrier, either a powered ASTM F 1346 safety cover, door/window alarms, or self-closing/self-latching doors approved by the Building Official are required.
