Fort Collins, CO Swimming Pools & Spas: Pool Permits (2026)

City Council adopted the 2024 International Swimming Pool and Spa Code, second printing (August 2024), under City Code § 5-34, covering construction, alteration, movement, renovation, replacement, repair, and maintenance of pools, spas, and aquatic recreation facilities. Section 5-35 rewrites the code's administrative chapters so a Fort Collins pool project runs on Building Code procedure rather than the model code's own text: SECTION 105 PERMITS is deleted and replaced so that all items related to permits shall be as determined in accordance with Section 105 of the adopted International Building Code.

' Construction documents, temporary structures, service utility connections, and inspections are likewise cross-referenced to the corresponding IBC sections (107, 108, 110, 111) rather than restated. An applicant who disagrees with a permit denial or an interpretation of the code appeals to the Building Review Commission under the IBC's Section 113 'Means of Appeal' procedure, incorporated by SECTION 112 of the amended pool code. The Building Official (the 'code official') administers and enforces the code citywide, and Appendices are not separately adopted beyond what § 5-35 sets out.

Because the pool code borrows the Building Code's permit and fee machinery wholesale, a homeowner planning an in-ground or built-in pool or spa should expect the same plan-review, fee-schedule, and inspection sequence used for any other building permit in the city, not a separate track.
