Municipal Code § 15.54.010 adopts the 2021 International Swimming Pool and Spa Code by reference as "a complete code to safeguard public health, safety and welfare" for the design, construction, installation, alteration, repair, and maintenance of swimming pools and spas, expressly stating that it provides for "issuance of permits and collection of fees therefore." Rather than run permitting through the ISPSC's own administrative chapter, however, § 15.54.020 strips that chapter down: Section 103 (Department of building safety) and Section 104 (Duties and powers of the code official) are deleted in their entirety, and Sections 105.4 (Time limit of application), 105.5 (Permit issuance) and 105.6 (Fees) are likewise deleted.

In their place, pool permits run through the citywide administrative structure in Chapter 15.04: under § 15.04.050.B, the Building Official "shall receive applications; review construction documents and issue permits for the erection, and alteration, demolition and moving of buildings and structures," a duty that Section 15.04.040.L confirms extends to the pool and spa code by defining any code reference to the "International Pool and Spa Code" as the pool and spa code adopted by Title 15. So a homeowner or contractor installing an in-ground or above-ground pool subject to the ISPSC applies for the permit through the Building Official's office under the general Title 15 process, not a separate ISPSC permit desk, and the Building Official's inspectors conduct the required inspections before use.
