Section 27-202's structure definition specifically lists swimming pools among the improvements that require zoning approval, and Section 27-2307, Building Permit, makes that concrete: no building, structure or sign, a category that includes an in-ground or above-ground pool, may be erected, constructed or structurally altered without a permit from the Zoning Officer. The application under Section 27-2307 and Section 27-2306 must be in writing, filed by the owner or a designated representative, and accompanied by two sets of plans showing the lot's dimensions, the exact size and location of the proposed pool and any pool-related structure, and enough information for the Zoning Officer to confirm compliance and coordinate any needed stormwater measures under Chapter 19.

Once complete and fee-paid, the Zoning Officer must approve or refuse the application within 30 days, with a right of appeal on refusal; an issued permit expires after six months if work has not begun, or one year from issuance if it has, though the Zoning Officer may grant a single extension of up to six months. Section 27-1713 supplies the pool-specific standards that a permit application must satisfy: the pool must serve only the occupants of the principal use on the property, sit back at least 10 feet from every property line, be located in the side or rear yard rather than the front, and have the entire pool area enclosed by a wall or fence not less than four feet high. A copy of the approved permit must be posted on site and open to inspection until the pool is finished.
