This construction permit sits under the county's general Building Regulations chapter: § 150.40(B) requires a permit before beginning construction, alteration, repair, or placement of any building or structure, issued by the Building Commissioner, and § 150.42 requires the Building Commissioner to inspect the work in stages as it proceeds. This one-time construction permit is separate from the county's public pool operating permit at § 92.16, which requires an annual Health Officer permit for a public or semi-public pool but explicitly does not apply to any swimming pool, wading pool, or spa constructed at, and maintained by, an individual for the sole use of the household and house guests, so a private backyard pool only needs the Planning and Building Department's construction permit, not a recurring health permit.
