Section 7-4-2-020 of the Marietta Code adopts the latest Georgia Department of Community Affairs edition of the International Swimming Pool and Spa Code as one of the city's state minimum standard construction codes, alongside the International Building, Plumbing, Mechanical, Fuel Gas, and Residential Codes and the National Electrical Code, and separately adopts the Standard Swimming Pool Code by reference. Because a pool is a structure under those codes, Section 7-4-2-050(A)(1) requires the owner, authorized agent, or contractor to file an application with the building official and obtain a permit before constructing, enlarging, or altering it.

The application must include drawings and specifications, and Georgia-registered design professional seals are required for buildings and structures three stories or more high or 5,000 square feet or larger, though a single-family residence never needs a registered architect or engineer regardless of size. Fees are set by the governing body's schedule and must be paid before the permit issues; starting work before obtaining the permit adds a penalty equal to 100 percent of the usual permit fee on top of the required fee itself.
