Stafford requires a building permit before constructing, installing, or substantially altering any private swimming pool or spa within city limits.
Under Chapter 14, Article XIV of the Stafford Code of Ordinances, owners must obtain a building permit before constructing or installing in-ground or above-ground pools. Plans, plot drawings showing setbacks, and electrical and plumbing details must be submitted to the Building Department. Inspections are required during excavation, plumbing rough-in, electrical bonding, and final completion before water filling and use are authorized.
Building without a permit results in stop-work orders, daily fines, and required removal or correction of unpermitted construction.
