Tacoma adopts the 2018 International Residential Code through TMC Title 2.02, including IRC Appendix G (Swimming Pools, Spas and Hot Tubs) and Appendix AG, which Washington uses for residential pool barrier requirements. Per the Tacoma Permits 'What Requires a Permit' tip sheet, single-family and duplex prefabricated pools less than 24 inches deep are exempt under IRC R105.2; commercial and multifamily Group R-3 prefabricated pools that are less than 24 inches deep, hold no more than 5,000 gallons, and are installed entirely above ground are exempt under IBC 105.2. Any in-ground pool, any pool 24 inches or deeper, and any larger commercial pool require a building permit through Planning and Development Services. Standard pool barrier rules under IRC Appendix AG require a fence at least 48 inches high enclosing the pool, with self-closing and self-latching gates that swing away from the pool and a release mechanism a minimum of 54 inches above the ground. Fences not over 7 feet high are themselves permit-exempt under TMC 2.02; fences over 7 feet require a separate building permit.
