Pool safety in Alameda is governed by California's Swimming Pool Safety Act (Health & Safety Code §§115920–115929), which the city enforces at permit issuance. New or remodeled pools and spas at single-family homes must include at least two of seven approved drowning-prevention features, and suction outlets must meet anti-entrapment rules.
Alameda does not write its own pool-safety standards; it applies the California Swimming Pool Safety Act, amended by SB 442 (effective January 1, 2018). When a building permit is issued to build a new pool/spa or remodel an existing one at a private single-family home, the pool must be equipped with at least TWO of seven features in Health & Safety Code §115922: (1) an enclosure isolating the pool from the home (meeting §115923 — at least 60-inch barrier, self-closing/self-latching gate); (2) removable mesh fencing meeting ASTM F2286 with a self-closing, self-latching gate; (3) an approved safety pool cover meeting ASTM F1346; (4) exit alarms on the home's doors that give direct pool access; (5) a self-closing, self-latching device on those doors with a release no lower than 54 inches above the floor; (6) an alarm that sounds on unauthorized entry to the water; or (7) other protection affording an equal or greater degree of safety. Before final approval, the local building official inspects these features. Separately, Health & Safety Code §115928 requires anti-entrapment suction outlets (dual drains or equivalent) on pools served by a single drain. These are statewide requirements enforced through Alameda's Permit Center inspections.
Missing or non-compliant safety features prevent final permit sign-off, so the pool cannot legally be placed in service. Operating a pool with a non-compliant suction outlet or absent barrier features can trigger abatement and civil liability under the Pool Safety Act. Inspections are performed by the city building official.
