North Carolina's Residential Code (adopted countywide) requires pool barrier gates to open outward, be self-closing, and self-latching. Cumberland County adds shielded floodlights and National Electrical Code wiring. These IRC-based barrier controls exist to prevent drownings.
The NC State Building Code: Residential Code pool-barrier appendix (Section AG105) governs residential pool safety countywide. Pedestrian access gates must open away from the pool and be self-closing and self-latching; where the latch release is under 54 inches from the gate bottom, it must be on the pool side at least 3 inches below the top with no opening larger than 1/2 inch within 18 inches of it. Cumberland County's ordinance (Sec. 1002.C) adds that floodlights must be shielded from adjacent properties to cut glare and all electrical wiring must conform to the National Electrical Code. These provisions are intended to restrict child access and prevent drownings.
