Beyond barriers, California's Swimming Pool Safety Act sets construction safety standards that Ventura County enforces through the Ventura County Building Code and adopted California Residential Code / International Swimming Pool and Spa Code. Under Health and Safety Code Sec. 115928, when a building permit is issued for a new pool or spa, the suction outlet system must protect against entrapment: the pool must have either at least two circulation suction outlets per pump separated by at least three feet, or an approved alternative such as an unblockable drain or skimmer system. Suction outlets must be covered with antientrapment grates meeting the ANSI/APSP-16 standard that cannot be removed except with tools, and the circulation system must provide complete water turnover as specified by the California Building Standards Code. In addition, Sec. 115922 requires at least two of seven drowning-prevention features (isolation fencing, mesh fencing, safety cover, door/window alarms, a self-latching device with the release at least 54 inches high, an in-water alarm, or equivalent protection). These provisions apply countywide; the County does not substitute looser local rules. Building and Safety reviews suction-outlet details and the chosen drowning-prevention features at plan check and confirms them at the pool safety inspection before issuing a final sign-off.
Non-compliant suction outlets, missing antientrapment grates, or fewer than two drowning-prevention features will fail inspection and block final approval; entrapment-hazard violations are treated seriously under state law.
