New and remodeled pools in Pico Rivera must include at least two of the seven drowning-prevention safety features in the California Swimming Pool Safety Act, plus the required barrier and anti-entrapment drain covers, verified at final inspection by the city Building Division.
Pico Rivera adopts the California Swimming Pool Safety Act (Health and Safety Code Sections 115922-115929) through Municipal Code Title 15. A new or remodeled pool must include at least two of seven approved features: an isolation barrier; removable mesh fencing with a self-closing gate; an approved safety cover; exit alarms on doors to the pool; self-closing, self-latching doors; a pool-surface alarm; or other equal protection. Suction outlets must have anti-entrapment covers under the California Building Code and federal Virginia Graeme Baker Act. Pool electrical equipment must be bonded and grounded. As a Los Angeles County contract city, plan check applies the LA County Building Code Manual standards. Compliance is confirmed at Building Division final inspection before use.
Failing to install at least two approved safety features, or lacking anti-entrapment drain covers, prevents a pool from passing final inspection and being used. Disabling or removing a required safety feature on an existing pool is a code violation subject
