Pool safety in Union City is governed by California's Swimming Pool Safety Act, applied through the city's building permits. New and remodeled residential pools and spas must include at least two of seven state-approved drowning-prevention safety features under Health and Safety Code Section 115922.
Union City enforces the California Building Standards Code, so the state Swimming Pool Safety Act controls residential pool safety. Health and Safety Code 115922 lists seven drowning-prevention features and requires at least two on any new or remodeled single-family pool: an enclosure meeting Section 115923 that isolates the pool; removable mesh fencing (ASTM F2286); a safety pool cover (ASTM F1346); exit alarms on doors and windows with pool access; self-latching devices on doors with the release at least 54 inches high; a water-entry alarm (ASTM F2208); or another verified equal means. The law also bars some pairings, like an exit alarm with a self-latching device on the same door. The Building Division inspects these before approval.
Pools that lack the required safety features cannot pass final building inspection. Enforcement occurs through the permit and inspection process, and an unapproved pool may not be lawfully placed in service until corrected.
