Summary

Redwood City's business license tax has two parts: a flat $90 annual registration fee and an incremental per-employee rate that varies by business category, from $10 per retail employee up to $250 per professional-services employee, capped at $250,000 per business.

INCREMENTAL TAX RATES: The rate for the incremental tax with respect to each type of business listed in this Section shall be: General Commerce and Retail, 1-3 employees, $10; 4-10, $50.00; 11+, $80.00. Contractors, NA, $150.00. Services, NA, $130.00. Professional Services, First 3 employees, $175.00; Employees 4-10, $200.00; Employees 11+, $250.00. Rental (Residential), NA, $31.00 per unit. Rental (Commercial), NA, $75.00 per 1,000 sq. ft. The rates set forth above shall be phased-in over one (1) year, such that only fifty percent (50%) of each rate shall be assessed effective July 1, 2025, but the full rate shall be assessed effective July 1, 2026 and thereafter, provided, however, that the rate for rental (residential) shall not be phased-in and shall be assessed at the full rate as of July 1, 2025.

Full Breakdown

Section 32.151 splits the annual business license tax into an 'annual registration fee' set by Section 32.152 and an 'incremental tax' set by Section 32.154. The registration fee is a flat $90.00, effective July 1, 2025. The incremental tax is assessed per employee and varies by the categories Section 32.154 lists: General Commerce and Retail pays $10 per employee for 1-3 employees, $50 for 4-10, and $80 for 11 or more; Contractors pay a flat $150 per employee; Services pay $130; Professional Services is graduated at $175 for the first three employees, $200 for employees 4 through 10, and $250 for employee 11 and up; Rental (Residential) pays $31.00 per unit; and Rental (Commercial) pays $75.00 per 1,000 square feet. Section 32.154(A) phases the increase in over one year: only 50% of these rates applied from July 1, 2025, with the full rate taking effect July 1, 2026 (residential rental was never phased in and started at the full rate). Section 32.154(C) illustrates the math: a six-employee retail business owes $300 at the full 2026 rate, while a six-employee professional-services business owes $1,125 because the rate is graduated rather than flat.

No single business can be taxed more than $250,000 in a year regardless of category, per the maximum set in Section 32.155. The City Council can adjust rates by resolution without voter approval under Section 32.153, but it cannot exceed these statutory maximums or raise the $250,000 cap itself. Starting July 1, 2027, and every July 1 after, Section 32.156 automatically adjusts every rate, including the $250,000 maximum, by the Bay Area CPI published each February, and a rate can never be pushed below its prior level by that adjustment.

Violations & Fines

Unpaid license tax is a debt collectible by the City in court (Section 32.142), and a mistaken tax figure from the Director doesn't excuse a business from paying what's actually due (Section 32.143). Conducting business without the required license, or for each day it continues unlicensed, is a separate infraction under Section 32.145, punishable per Section 1.7B of the Municipal Code.

Frequently Asked Questions

How much is Redwood City's business license tax?
It's two pieces: a flat $90 annual registration fee plus an incremental per-employee rate that depends on category, from $10 per employee for small retailers up to $250 per employee for larger professional-services firms, with residential rental billed at $31.00 per unit instead.
Is there a cap on how much a business can owe?
Yes. Section 32.155 caps the total annual business license tax at $250,000 per business, effective July 1, 2025, and the City Council cannot raise that cap on its own; only the incremental and registration rates below it can be adjusted by resolution.
Will the tax rates keep changing?
Yes. Section 32.156 ties every rate, including the $250,000 maximum, to the Bay Area Consumer Price Index starting July 1, 2027, adjusting automatically each year, though no rate can ever be lowered below what it was before the adjustment.
