Topeka Municipal Code § 5.05.030, within Chapter 5.05's General Provisions governing every business license under Title 5, states that any person who falls into more than one category licensed under this title shall obtain a license for each activity. A business running two licensed lines, such as retail sales and a secondhand-dealer operation, cannot rely on a single license to cover both: the City Clerk treats each licensed category as its own authorization requiring its own application, fee and record. Applications go through the City Clerk's office (TMC 5.05.020), which keeps a public record of every license issued, its class and expiration date (TMC 5.05.040).

License fees are payable to the City, may be prorated by the Clerk to set a convenient payment date, are credited to the City's general fund, and are never refunded for an unused period or a denied application (TMC 5.05.060). Each license must be displayed prominently on the licensed premises or vehicle and is non-transferable to another person or location (TMC 5.05.070, 5.05.080). The Clerk or Council must deny a license outright if the premises violate the building code, zoning ordinance, fire or health regulations, are unsanitary or unsafe, the applicant owes the City money, or there are delinquent real estate taxes tied to the applicant (TMC 5.05.090).

Beyond mandatory denial, a license may be refused or revoked for fraud, misrepresentation, any code violation, or operating in a manner that breaches the peace or menaces public health, morals or safety (TMC 5.05.100).
