(A) Every occupant ... shall: (1) Place or cause to be placed, before 7:00 a.m. on the day scheduled by the Director of Public Works for the collection of waste ... in a readily accessible location ... at a point nearest either the street curbline or the traveled surface of the alley ... (2) Remove every vessel or container from the street curbline or the alley ... no later than 8:00 a.m. on the day after the scheduled date of collection. (B) No vessel, container, or bulk items shall be placed for collection before 3:00 p.m. the day before the scheduled waste collection pickup.
