(2) Remove every vessel or container from the street curbline or the alley ... no later than 8:00 a.m. on the day after the scheduled date of collection. (B) No vessel, container, or bulk items shall be placed for collection before 3:00 p.m. the day before the scheduled waste collection pickup.
