Collection containers must be kept on private property, never in the public right-of-way. Set them out no sooner than the day before pickup, within 10 feet of the traveled roadway without blocking pedestrians or cyclists, and remove them within 24 hours after collection.
SCC 7.42.045 sets the set-out and storage rules for garbage, recycling and yard-debris carts in unincorporated Snohomish County. Between collections, containers are stored on private property in a convenient location near the residence and must not sit in the public right-of-way. On collection day (or the day before at the earliest), bins go no farther than 10 feet from the traveled roadway, positioned so they do not interfere with vehicles, driveways, walkways, trails or bike lanes. Residents should pull the containers back off all traveled ways within 24 hours after service.
Placing containers in the right-of-way, out too early, or left out after pickup violates SCC 7.42.045; enforced through the solid waste division and code enforcement.
