Fountain, CO Trash & Recycling: Bin Placement Rules (2026)

Fountain's Landscaping, Fencing and Screening chapter, adopted with the rest of Title 17 by Ordinance No. 1742 on January 14, 2020, treats a trash or refuse collection area as a site-design element rather than a household chore. 030(B) requires trash/refuse collection and outdoor storage areas on any developed site to be enclosed by at least a six-foot high solid, opaque fence or masonry wall, styled to match the material of adjacent walls or the main building on the site, and bars stacking materials or containers higher than that wall, so an overflowing dumpster visible above the enclosure is itself a separate violation.

030(A) states the underlying intent: screening exists to completely hide the stored materials from a person standing outside the enclosure. 030(C) through (E) round out the standard by requiring durable materials that are architecturally compatible with the main building or streetscape, muted earth tones rather than bright colors that would draw attention to the enclosure, and ongoing maintenance in good condition. 040; Fountain's code has no separate section fixing where an individual household must place its own cart, how it must be screened from the street, or what day or hour it can be set at the curb, so that timing question is set by the hauler's service agreement rather than the zoning code.
