Two sections of the Garbage Collection and Disposal chapter govern where residential and commercial refuse containers may sit. 170 makes owners responsible for pulling their containers back onto private property after the regular city collection; if a container is left on the public way more than 24 hours after collection, the city removes it at the owner's expense. 180 goes further on placement itself: no owner or person in control of a premises may store garbage or refuse containers in a front yard, defined as the land between the building's front setback and the street.

The code carves out one exception, for parcels with no rear yard, provided the containers are concealed by a fence or shed. Every dumpster, wherever it sits on the property, must be fenced in or secured, covering both the screening obligation and the loose-dumpster nuisance the chapter targets. 00 penalty, and each day of noncompliance is treated as a separate offense, so a cart left in the open in a front yard for a week can generate a week's worth of separate fines rather than a single citation. 170: the city may remove it rather than leave it as a standing obstruction on the public way.
