080 is the enforcement backbone for the whole Garbage Collection and Disposal chapter: whenever collection is refused because a property failed to comply with any provision of the chapter, whether that's wrong containers, uncovered garbage, or an unfenced dumpster, the Department of Public Works will not resume service until the next regular collection period. The sanitation supervisor holds one narrow override: if withholding pickup would create a danger to life, safety or health, the supervisor can permit collection anyway despite the ongoing violation. 110 gives the department a second, seasonal reason to skip a pickup.

If sidewalks and passageways leading from the service entrance or the refuse storage area to the curbline are not kept clear of obstructions, snow and ice for a reasonable width in winter, the department 'need not collect refuse, rubbish or garbage' at all that trip.
