If the house, premises, building, lot or structure...is adjacent and accessible to an alley, the owner, occupant, tenant or lessee of such premises shall be required to keep the garbage container and/or refuse at such alley...If it is not practicable to collect and remove the garbage and refuse from the alley, or if there is none, the producer shall place the container and/or refuse at such point on property as the proper agent of the city or its contractor shall designate...At no time shall the container or refuse be so placed that the alley will be blocked or obstructed.

Under City Code Sec. 90-42, houses and lots that back up to an alley must keep garbage containers and refuse at the alley where collection crews can reach them easily. If alley pickup isn't practical, or there's no alley, the owner or occupant must set containers at whatever spot the city or its contractor designates as most convenient and accessible. Containers and refuse can never be placed so they block or obstruct the alley, and garbage can't be piled on top of utility metering equipment. Crews will skip pickups that aren't prepared and placed as required, per Sec. 90-43, and each day of noncompliance is a separate offense under Sec. 90-5.
