Such containers and permissible accumulations shall be placed for collection in as close proximity as possible to the city street nearest the residence or commercial establishment being serviced (but in no case in such a manner as would interfere with vehicular traffic ... or with pedestrian traffic...), such location being referred to in this article as "curbside." ... Such containers shall be removed to a location alongside of or at the rear of, but not at the front of, the residential or commercial premises by no later than 6:30 p.m. on the collection day.
