Residents must place trash, recycling, and organics carts at the curb with at least 3 feet of clearance between carts and obstacles, away from mailboxes, parked cars, and low-hanging utility lines to allow automated truck pickup.
Waste Management uses automated side-loader trucks with mechanical arms that require clear access to grab each cart. Carts must be placed with the wheels toward the house and the handle and lid opening toward the street, within 2 feet of the curb face but not in the street or in a bike lane. A minimum of 3 feet clearance is required on each side of each cart and between the cart and any obstruction, including parked vehicles, mailboxes, light poles, fire hydrants, low branches, or neighboring carts. Overhead clearance of at least 15 feet is recommended to avoid catching tree limbs or wires. Carts cannot block sidewalks or ADA access. Cul-de-sacs and dead-end streets have specific placement instructions published on the Waste Management route map. Carts left out past 10 p.m. on collection day or left at the curb between collections are subject to code enforcement citations under the property maintenance ordinance.
Specific penalty amounts for this ordinance are not published in a publicly accessible fine schedule. Contact Moreno Valley code enforcement directly for current fines, enforcement procedures, and hearing options.
