This provision, however, will not apply to food handling establishments, from which solid waste shall be removed or caused to be removed not less than twice a week.

060(A) requires every residence, whether single-family or multiple-family, and every commercial or industrial building to arrange with the city's collector for solid waste removal not less than once a week. Food handling establishments get a stricter floor: their waste must be removed at least twice a week because of the volume and spoilage risk involved. 060(B) further requires commercial and industrial customers to carry enough container capacity and collection frequency that materials never overflow. 030, and either the owner or the occupant can satisfy that duty.
050 governs the containers themselves: they must be kept in a spot accessible to the collector, cannot sit behind locked gates or in animal enclosures at collection time, and cannot go to the curb more than 12 hours before the normal pickup time or stay out more than 12 hours after collection. 050(C) separately treats as an abatable nuisance. 070(F) bars burning any solid waste in the city except in a permitted incinerator that also complies with air-quality rules.

Unauthorized solid-waste burning under Section 6.02.070(F) carries the same penalty.
