Palm Springs Disposal Services is the franchise hauler for the city. Residential service includes weekly trash, recycling, and organics carts. Carts must be out by 6 AM on collection day with at least 3-foot clearance and lids closed. Missed pickups can be reported within 24 hours.
Palm Springs Disposal Services (PSDS), a Burrtec-affiliated company, holds the exclusive residential and commercial solid waste franchise under PSMC Chapter 14.32. Residential service includes three wheeled carts: black trash (weekly), blue recycling (weekly), and green organics (weekly, per SB 1383). Carts must be placed at the curb by 6:00 AM on the collection day, or placed the evening before no earlier than 6 PM. Lids must close fully; overflowing trash is considered illegal dumping. Carts should sit at least 3 feet apart and 3 feet from mailboxes, parked cars, fire hydrants, and utility poles so the automated side-loader truck arm can operate. The cart opening/handle faces the house; wheels face the street. Bulky items and electronics are by separate appointment (see bulk-disposal). Holidays may shift pickup by one day; PSDS publishes an annual calendar. Service cannot be refused for single-family homes. Commercial accounts have their own bin service with negotiated frequency. Construction debris requires a separate roll-off bin from PSDS. Hot ashes, hazardous waste, medical sharps, and propane tanks are prohibited in all carts.
Specific penalty amounts for this ordinance are not published in a publicly accessible fine schedule. Contact Palm Springs code enforcement directly for current fines, enforcement procedures, and hearing options.
