Tangipahoa Parish, LA Trash & Recycling: Bin Placement Rules (2026)

Section 38-193 regulates how solid waste is containerized and set out for collection across unincorporated Tangipahoa Parish. Subsection (a) requires collection vehicle bodies that carry putrescible garbage or rubbish to be enclosed, weathertight, leakproof and built of durable metal. Subsection (b) requires each collector to supply residents a receptacle of at least 90 gallons, built of plastic or fiberglass and designed for mechanical, semi-automated or automated dumping, fitted with wheels, handles for easy movement, and a tight-fitting lid that keeps out water and vectors, with the container's mouth wider than its base.

Subsection (c) governs where residents must place that container: at curbside, no more than five feet from the roadway or curb, and at least five feet from any object such as a mailbox or parked vehicle. Curbside is defined as the portion of the roadway adjacent to a paved or traveled parish street, including alleys, where mail service is provided. When construction work closes off a section of the right-of-way, carts must instead go as close as practicable to whatever access point remains available to the collection vehicle.

Each licensed collector is responsible for properly instructing its own customers on these placement rules, so a hauler that fails to inform residents can itself be found out of compliance with its permit conditions under section 38-192(b)(3), separate from any complaint about an individual resident's cart placement.
