Per the City of Peoria-GFL contract, residents must place carts at the curb (or designated pickup location for the address), spaced at least 3 feet apart from each other and from any obstacles (parked cars, mailboxes, light poles), with the lid opening facing the street so the GFL automated arm can lift the cart. Carts may go out after 3:00 p.m. the day before pickup and must be at the curb by 6:00 a.m. on collection day. Carts must be removed within 24 hours after pickup. Yard waste and bulky items must be placed 3 feet from trash and recycling carts.
GFL's automated side-loader trucks require unobstructed access to the cart. The 3-foot clearance rule applies between adjacent carts and between the cart and any obstacle. The lid-opening-toward-street rule positions the trunnion bar so the truck's grabber arm can lift, tilt, and return the cart correctly. Cart placement in alleys is acceptable for properties without front-street access; check the Recycling Schedule Map for designation. Snow piles in winter must not block carts β residents should clear snow from around the cart on collection day. Setting carts out earlier than 3:00 p.m. the day before, or leaving them at the curb beyond 24 hours after pickup, is a Code Enforcement violation under the 2018 IPMC adopted by Chapter 5 Article VI. Sidewalk obstruction by cart placement is a separate violation under Chapter 26 (Streets, Sidewalks and Other Public Places). Apartment complexes of 5+ units served by private hauler contracts have their own placement rules (typically dumpster pads with enclosure screening required by the zoning code). The City's Code Enforcement Office (309-494-8617) is the lead agency for residential bin placement violations.
