Where does a Pocatello household actually put its trash can? City Code § 13.28.090 answers that directly for any premises the sanitation director or manager has not approved for off-street collection: the container goes at or near the curb line, positioned so it is easily seen and readily available on the regular collection day. The section sets a specific window rather than leaving it to guesswork: a cart must be so placed no earlier than six o'clock (6:00) P.M. on the day prior to collection and no later than seven o'clock (7:00) A.M. on the day of collection.

Put it out earlier and it is out of compliance; leave it at the curb after the morning deadline and the same is true. The container is not allowed to become a permanent curbside fixture either: § 13.28.090(D) bars leaving it permanently in the public right of way unless the sanitation director or manager specifically permits it, and any property whose collection point sits off the curb must give the collector access onto the premises at the location the director designates. Subsection E addresses everything that is not the approved city cart: no unauthorized containers, oil drums, incinerators, boxes, or bags may be placed in alleyways, at curbside, or in any public right of way, and the collector will not empty them even if they are found there.

For commercial, industrial or multi-unit properties, § 13.28.090(B) gives the sanitation director authority to designate storage-area size and location and decide whether off-street collection is required, and units under one ownership may share a three-yard or larger container only if the director approves billing to a single account.
