Carts must be placed at the curb or in the designated alley point on collection day and removed promptly afterward. South Gate Municipal Code Chapter 5.08 requires property owners to keep the adjacent street, sidewalk, alley, and right-of-way clean and free of debris, rubbish, and waste matter.
South Gate Municipal Code Β§5.08 (Sidewalk Cleaning and Maintenance) states that the owner and occupant of any real property within the city must keep and maintain the public street, highway, sidewalk, alley, and other public right-of-way adjacent to said property in a neat, clean, and orderly condition free from debris, garbage, rubbish, bulky items, waste matter, hazardous waste, and solid waste. This duty applies to refuse carts: they must be placed in the spot designated by UWS (curbside or alley point of collection) by the time service begins, the lids must be closed, and items cannot spill onto the sidewalk. UWS guidance directs residents to set carts out the evening before or by the morning of collection and to retrieve carts the same day after pickup so they do not obstruct sidewalks, alleys, or visibility at driveways. Carts should be placed with the wheels toward the house and arrows/handles facing the street, with at least 2β3 feet of clearance between carts and from parked vehicles to allow automated arm pickup. Leaving carts permanently at the curb or in the public right-of-way between collection days is a violation of Ch. 5.08 obstruction provisions and may draw a code-enforcement citation.
Leaving carts in the public right-of-way outside of collection day, overflowing/lid-open containers, or allowing waste to accumulate on adjacent sidewalks/alleys is a public nuisance under SGMC Ch. 5.08. Code Enforcement issues warning notices first, then administrative citations for repeat violations.
