When the premises are adjacent to a paved alley with a minimum width of fifteen (15) feet, the residential householder shall place the container or bundle within two (2) feet of the rear property line for collection. No person shall place such containers or bundles for collection prior to 6:00 p.m. on the day prior to the day on which collection is scheduled to commence in the district.
