040 of the Municipal Code, titled Mandatory collection, tells residential property owners exactly when and where to stage their refuse for pickup. the evening before, giving crews a predictable window without letting containers sit at the curb for days. Containers must be placed along the curb fronting the premises unless the collection route requires a different location, and the property owner bears responsibility for getting the container back to storage within twelve hours after the truck empties it, so bins cannot linger on the curb or parkway once service is complete.

070 requires that all refuse accumulated at residential and commercial premises be deposited in receptacles approved by the city council, and the council can require separate containers for toxic substances. 120 backstops the placement rules by making it unlawful to throw or scatter refuse in alleys or rights-of-way, or to bury refuse in a way that endangers public health or safety or creates a nuisance, so improperly placed or unsecured refuse remains a code violation even outside the container rules.
