Downey, CA Trash & Recycling: Bin Placement Rules (2026)

Downey Municipal Code § 5232 sets the placement window for every Residential Solid Waste Container, Commercial Bin and load of Bulky Goods put out for pickup. the following day; leaving it out past that hour is a violation on its own. Between collections, containers must be stored where they are not visible from the street or public right-of-way, so parking a cart on the driveway apron in plain sight the rest of the week does not comply, and the property needs a side yard, gate or similar screening to keep it out of view.

A Residential Solid Waste Container and its contents cannot weigh more than 65 pounds unless the property uses automated arm-lift collection or the Solid Waste Collector agrees in advance to hand-lift it, a rule written to protect collection crews from injury. Commercial accounts get their own deadline: once a business or the City tells the hauler that commercial service is ending, the hauler has seven calendar days to remove every Commercial Bin from that property. Green Waste bound for the yard-waste cart has to be cut down first, to pieces no longer than four feet and no thicker than four inches in diameter, and cannot be mixed with other solid waste.

Only containers issued or approved by the City's franchised Solid Waste Collector may be used; swapping in a different cart is a separate violation under § 5234. These placement rules trace to Ordinance 1020, adopted May 28, 1996, and sit inside the same refuse and garbage collection chapter that funds enforcement through the City's fee, lien and assessment system for delinquent collection accounts.
