Residential solid waste shall be stored in containers of not more than 96 gallons. Containers shall be leakproof, waterproof and fitted with a flytight lid and shall be properly covered at all times except when depositing waste therein or removing the contents thereof. The containers shall have handles, bails or other suitable lifting devices or features. Containers shall be of a type originally manufactured for residential solid waste, with tapered sides for easy emptying. They shall be of light weight and sturdy construction. The weight of any individual container and contents to be manually lifted shall not exceed 150 pounds. Galvanized metal containers, or rubber, fiberglass or plastic containers which do not become brittle in cold weather, may be used. Disposable solid waste containers with suitable frames or containers also may be used for storage of residential solid waste, provided such containers are kept, used, and maintained in such a way that they do not become ruptured, punctured or torn, or the contents contained therein exposed to the air. Solid waste containers shall not be stored on sidewalks, public streets, or in public right(s)-of-way except for the 24-hour period when the container is to be placed for collection a minimum of once every 14 days in accordance with Chapter 38, Section 308.2.1. An occupant shall not place or store solid waste containers on the property of another person or establishment.
