Orange County, FL Trash & Recycling: Bin Placement Rules (2026)

The set-out rule lives in Orange County Code § 32-160(f)(1) and speaks to "consumers," the code's term for households on the county's collection service. It covers four separate waste streams with one placement standard: garbage, designated recyclable materials, yard waste, and bulk trash must each be placed within three (3) feet of the paved or improved roadway abutting the consumer's property. Where a full 3-foot placement is not safe, the code allows the material to go as near to the roadway as safely possible, so an obstructed shoulder does not put a resident in violation.

Residents do not choose their own pickup schedule; the county's director designates the collection days for each stream, and materials may only go out on the day designated for that material. The timing rules bracket both ends of collection. on the day preceding the designated collection day, so carts cannot sit at the roadside for days ahead of pickup. , which means carts need to be in position before then on collection morning. Once the cart is emptied, the code gives the resident twelve (12) hours to remove containers from the roadside.

The section opens with "except as otherwise provided," so other provisions of the county waste code can modify these defaults in particular situations, but this subsection states the general rule for the unincorporated county.
